Hi ,
The cost in ospf is calculated using BW as you wld be knowing, the refrence
bandwidth used in the formula is 10^8 ( 10 raised to teh power 8) if you
want to chnage this you use the commnad you mentioned. also the OSPF data
base table has the cost for all the routes, all these cost are calculated
using the default refrence bandwidth and thus changing the reference BW on
only one of the router in the network could cause a potential
routing issues.
The underlying thing is the OSPF cost on all routers in a network should be
calculated using the same refrence bandwidth to avoid any nasty surprises
