Chris,
If you have a good book store nearby you might see if they have this
book on the shelf:

Definitive MPLS Network Designs (ciscopress)
Authors - Jim Guichard, Francios Le Faucheur, Jean-Philippe Vasseur

There is an excellent section in there on QoS. It's not too many pages
so maybe you could just bring a tablet of paper and pencil for notes,
grab a coffee, and read thru it in the store, and save yourself $60
(kindof sounds like I've done this before :). I'm sure there are other
books out there that really dig deep, but this one gets right to the
point, and I feel explains the topic really well without dragging it
out. Nice diagrams and charts. Good stuff in my opinion.

This is where I am lost. I see EF as decimal 239 and binary 11101111.
How
do you get 46 as a decimal and 101110 as a binary from EF? I am coming
up
with my results by looking at it as E and F. E=1110 and F =1111.
