I do not know if this is correct, but do not take this as correct, so
from my understanding

A network, say 200.33.44.0 you know that the natural class is /24
So now you can ask your self, ok I can have networks like a /25, /26, ..
/31 or even a host address /32
so if I what to deny networks with /25 I will need for example a
prefix-list matching does networks and then permitting
(0.0.0.0/0 le 32=) the rest

Just break into binary the subnet part of the network and take out the
networks and you will see that by 0 and 1 forming a kind of grid
Also IE has in their WB Solution Guide an excellent resource for
learning not only the prefix-list logic, but it makes you understand the
logic of the use of the prefix list in combination with the use of
access-list
