Lin,
The only way I was able to make it work was by issuing the command:
CAT2(config)#vlan dot1q tag native
I believe what was happening is that there is a L2 disconnect between
the R2, whose packets were being still TAGGED with vlan 26, where as the
packets being generated on R6 out e0/0.26 were NOT being tagged at all.
