Hi Carl,
I'm not sure about the bytes 0003 in this notification but I remember
once I was doing a lab using confederation and I was trying to form an
adjacency in BGP but since I was put a wrong AS in the neighbor command I
was getting this similar error, I that sound silly but recheck your
config and if you are using confederation be careful and from an eBGP
neighbor that you wants to form adjacency with your global confederation
the remote router needs to have the remote-as the same as configured in
the command: confederation identifier XX (configured on the remote side).
Could you also post your bgp configs for the two routers you are trying
to establish adjacency with? (show run | begin router bgp and show ip bgp
summary)
