You are correct that will make the routers treat the network as a broadcast,
but this will violate the requirements of the question as it said to create
the adjacency across the NBMA network.

I think if you add the "ip ospf network broadcast" command to all the
routers, you can eliminate the need for those neighbor statements at the
hub. This tells the routers to treat this NBMA network as a broadcast
network and the priority statements take care of ensuring hub router is the
DR.
