ip helper-address is a superset of ip dhcp-server. The latter just does
dhcp, whereas the former (according to the documentation) will forward the
following:

TFTP, Domain Name System (DNS), Time, NetBIOS, ND, BOOTP or DHCP packet, or
a UDP port specified by the *ip forward-protocol udp* command.
