Not sure if this is what you are looking for but if you wanted one summary
address to cover both these addresses it would be:
2001:163:1::/58 would be the closest match.
If you take the last value in each address (12 & 25 ==> Really 0012 & 0025)
0012 is hex so in binary it is 00000000 00010010 ==> Decimal 18
0025 is hex so in binary it is 00000000 00100101 ==> Decimal 37
From this we can see that the if we take the first 10 bits of these binary
numbers (from the left) they match. Because there are 48 bits in the address
before this (2001:163:1:) we add the 10 bits here to the previous 48 to get
a /58 mask
This is my interpretation anyway.
