Therefore, 0.0.0.0/127.255.255.255 means all ip address / network address
including 1.x.x.x ~ 127.x.x.x
Since their first bit in the first octet is "1",
128.x.x.x, 129.x.x.x ~ 255.x.x.x are all excluded.
