        How do you configure the router to listen for IGMP join requests
on an interface if it's not PIM enabled?

Rack1R1(config)#ip multicast-routing
Rack1R1(config)#do sh ip igmp int fa0/0
FastEthernet0/0 is up, line protocol is up
  Internet address is 164.1.18.1/24
  IGMP is disabled on interface <-----------------------
