This appears to be true, Peter. However, on my IOS....it only gives the
message on master stratum 1, not on master stratum 3. Hmmmm?

I think the point is that once the device is set up as the NTP master,
it is synced with itself.
When you have a NTP client synced with a NTP server you should also get
the message.
I think the key thing is that you have to be synced to either yourself
(master) or a server (if you are a client).
May be worng...
