I had problems with 12.3 images on the 2500 platform. There is no OSPFv3 support and because a memory leak bug I had to reboot the router every 2-3 days.
However, 12.2(15)T17 IP Plus seems to be OK.

hmm... Cisco IOS upgrade planner shows 12.3(6f) IP feature set image as the most current IOS image from 12.3(6) rebuild. We do not have 12.3(6) on CCO anymore. That image is 12419664 bytes in size which is 12.41MB. You should be able to load that in your 16MB flash.
