It's kinda like access lists, where if a match happens, that action is taken
and further access-list lines have no effect.
With successive rate-limit commands you have the option to either end with a
transmit or continue keyword (OK you could also choose drop). Continue means
pass the packet on to the next rate-limit line for processing, whereas
transmit means you're done with rate-limit for this packet.
