What I understand is , router 1 and router 2 are EBGP and you are setting
the next-hop using the route-map(I dont see a config showing peering between
router1 and router2 unless you have also used the local-as option and you
have not included it here). Both router get the whole internet feed from the
respective ISPs. It may so happen that 203.34.233.0/24 when advertised from
ISP 2 to router 2 mite get blocked/flapped somewhere upstream from where ISP
2 receives the route and in that case router 2 may take the path through
ISP1 to reach the same route. That is the reason it shows the next hop as
ISP1.

Please correct me if am wrong.
