How show interface output could also help!!! . Here are some of the tips
that could help in your trouble shooting
1) Pls. check if Keepalive is enabled on both sides . It should be same on
both sides .
2) Another thing could be Clockrate configuration !!! Try configuring clock
rate on both sides . Actually You will have configure this on DCE . If you
are not sure of which one is the DCE, configure the clockrate on both sides
IOS will accept this configuration only on the DCE.
3) Check if there are discrepancy in encapsulation.Both should be of same
encapsulation . Incase you are configuring FR . Configure one as FR-DCE . In
case you are trying back to back connect disable the keepalive .
4) Finaly it could be due to faulty cable or controller as well.
