You cannot upgrade the memory in a 2500 past 16MB. As for the slow boot
time...welcome to the 2500 club. ;-) Seriously, those routers are very
slow and it takes more and more time to load up all the features Cisco crams
into the image. The more stuff, the more time it takes to load.

Have you tried a different version of the image? Say like 12.3(3) or
similar? I get similar issues on my 2610's with 12.3(16) but I can boot up
an older version of 12.3 code.

I also get "low memory, try again later" errors on a couple of my 2500's
running the exact same 12.3(16) code as you but my errors occur after the
routers have been up awhile. A reboot of the router allows me to console
back in okay but the problem pops up again in a day or two. I think a
memory leak may be to blame so I'm going to try a different 12.3 version on
these two to see if it helps.
