I think it means that some of the candidates will not set the new
equipment, especially the ones taking the exam right after the change...
(if you sit on the first week of January, you will not see ISDN or ATM,
but you may not see 3800 routers either, only 2600 and 3600 running 12.3
and 3700 running 12.4)
You should not see 12.2T on any routers after Jan 1, and the 3550's will
be running 12.2
Of course, this is my interpretation of the announcement... I may be
wrong...

In fact, the last words of the sentence below make it seem possible that
some labs may NEVER have upgraded equipment.
All CCIE R&S candidates taking exams January 1, 2006 or later should be
familiar with the updated IOS and equipment, although the installations
to replace the routers will take place over several weeks and it is
possible some candidates may not see the new equipment in their exams.
