Hi John,
If you enable frame-relay traffic shaping, interface queuing will be changed
to FIFO.
In that case you may need to enable fair-queue if there is a requirement to
do so.
.

The basic thing you have to understand here is you have 2 levels of queues
in Frame-relay.
1. Interface queue
2. PVC queue
 this is a good url & it will clear your doubts.
