There is a suggested best practice, or rule of thumb, that says that with CAR,
the committed burst should be 1.5 seconds worth of traffic, and the excess
burst should be twice the committed burst. Seems like a silly task to me, but
I suppose you calculate it using the formula:
Bc = (1.5 RATE)/8
Be = (3 RATE)/8
