This is correct for the privileges, but I believe that we may need to have
some type of authentication for login....please correct me if I am wrong.
Maybe something like this.....(in additon to what Victor has submitted)....

aaa new-model
aaa authentication login CONS local
aaa authentication enable default enable
aaa authorization exec default local
!
line con 0
line vty 0 4
 login authentication CONS
!
end
