I have tested it with cisco client and windows client, only the first
default router address is used weather or not it is reachable.
You can use HSRP/VRRP/GLBP for redundancy.

AFAIK if u specify more than one default router on the dhcp command , yes u
fail over to the next available one if the active one fails. and the order
in which you entered the default routers matter/means alot in the fail over
process , the next one is tried ...
