I think the difference lies in the usage.
  Dialer is treated as an inteface. Ie you can put all configuration into it as if it's a real interface.
   
  While virtual template is a template. The template contains most common information that is required by it's clone, however it does not by itself contain the full information, and neither it's used for that purpose. The virtual template is not an interface.
