That's not always true. Perhaps the carrier that you deal with it is, but
certainly not all of them! I have had more customers lately that have PPP
encapsulation on the CE side than I have other encapsulations. Trend? Who
knows. But it certainly tells me there is no standard answer!

Carriers have ATM configured on PE routers and translated in layer 2 cloud
to Frame-Relay for CE routers. It's not common to have PPP and HDLC for CE.
 Just a thought, even you can do now, there could be a huge re-design work
once there's a change...
