I want to book my R&S Lab exam next year in Sydney but now in Sydney there no seats left while I see in Brussels there are alot of seats to select.

Hi every body.
I see there are alot of CCIE exam locations worldwide.
In europe, there is only Brussels but why people usually prefer other
locations than Brussels for their Lab exam (for example: Sydney ).
Can some body explain this to me ?
is the rate of passing in Brussels less than other locations ?
