Using DHCP to hand out multiple default routers puts all the work on the
DHCP client to determine which one to use. There is no special protocol
running between the listed routers that coordinates an active IP
address. If you got two routers on a LAN with addresses x.x.x.1 and
x.x.x.2, it's up to the client to figure out which one to use. Windows
has an algorithm called dead gateway detection that will guess when the
first default gateway learned via DHCP is down, and fail over to the
other one. You'll see both defaults in Windows if you do a 'route
print'. But it'll never load balance.
