Question about Frame Relay CIR

Hi Team:

I have a basic question regarding qos on a frame relay
circuit. If we define a frame-relay encapsulation on
a serial interface and we are applying a service
policy on this serial interface. Lets suppose they
dont give us cir and bc values. How can we define cir
and bc values. Is this the interface bandwidth.
