Should have added nothing seems to be going into class-default
either

SW1#sh policy-map int f0/13
 FastEthernet0/13

  Service-policy input: BE111

    Class-map: BE111 (match-all)
      0 packets, 0 bytes
5 minute offered rate 0 bps, drop rate 0 bps
      Match: vlan 111
      Match: class-map match-any BE
        Match: ip dscp default
          0 packets, 0 bytes
          5 minute rate 0 bps

    Class-map: class-default (match-any)
      0 packets, 0 bytes
5 minute offered rate 0 bps, drop rate 0 bps
      Match: any
        0 packets, 0 bytes
        5 minute rate 0 bps
