I see what you mean so GTS would not be good here either and I do not see a
way to set the be value to 0

R2(config-pmap-c)#shape average 128000 ?
  <256-154400000> bits per interval, sustained. Needs to be multiple of
128.
                   Recommend not to configure it, the algorithm will find
out
                   the best value
