I'm not quite sure,
maybe GTS in MQC by using shape average ?

R1(config-pmap-c)#?
QoS policy-map class configuration commands:
  bandwidth Bandwidth
exit Exit from QoS class action configuration mode
no Negate or set default values of a command
  <cr>
  fair-queue Flow-based Fair Queueing
  police Police
  priority Low Latency Queueing
queue-limit Queue Max Threshold for Tail Drop
random-detect Weighted Random Early Detect (Precedence based
  service-policy Configure an hierarchical policy
  set Set QoS values
  shape Traffic Shaping
  R1(config-pmap-c)#shape ?
adaptive Enable Traffic Shaping adaptation to BECN
average configure token bucket: CIR (bps) [Bc (bits) [Be (bits)]], send
              out Bc only per interval
fecn-adapt Enable Traffic Shaping reflection of FECN as BECN
peak configure token bucket: CIR (bps) [Bc (bits) [Be (bits)]], send
              out Bc+Be per interval
  R1(config-pmap-c)#shape average ?
<8000-4000000000> Target Bit Rate (bits per second), the value needs to be
                     multiple of 8000
  R1(config-pmap-c)#shape average

  any other opinion ?

I see what you mean it looks like it requires a burst value. Is there
another way besides using policing and rate limiting to limit traffic to a
certain amount of bandwidth ? Using the bandwidth command only guarentees a
certain amount of bandwidth but you can go beyond it. The only other thing I
could think of is using the priority command but it looks like that has a
burst value.

Thanks,

R2#conf t
Enter configuration commands, one per line. End with CNTL/Z.
R2(config)# policy-map QOS
R2(config-pmap)# class PREC2
R2(config-pmap-c)#priority 128 ?
<32-2000000> Burst in bytes

R2(config-pmap-c)#priority 128
