Not 100% sure, but the config shown looks like mvr mode is set to default, which does not allow IGMP dynamic joins, you can try mvr mode dynamic as a first step to see if that changes anything.

On Fas0/4 I have attached a router with a "ip igmp-join 227.27.27.27"
however if I do a "show mvr members" I only ever see the sender port.
To emulate a sender I simple do a ping on the device attached to Fas0/6
towards 227.27.27.27.
Yet with the mvr debugs on I can see that MVR seems the IGMP
join message it just seems not to use it:
2d20h: MVR: Igsn: processing group report for 227.27.27.27 on port 3, vlan 12
I have tried it with/without igmp snopping enabled just in case. One last
note I have IP routing enabled on the cat with IP ints for Vlan 12 and 99
so the ping traffic can get back. But I dont *not* have mcast routing enabled
as this is documented as breaking MVR.
Any thoughts people ?
