I thing when your FR network is "point-to-multipoint" (in concern of OSPF) you don't have to map spoke to spoke. OSPF will put in routing table host routes for all spoke interfaces in the FR network, pointing to the hub.
If your network is "broadcast" or "non-broadcast" OSPF network type you have to map spoke to spoke.
 
For other routing protocols (EIGRP, RIPv2, or ISIS) you have to create spoke to spoke maps.
If the situation is deny the use of maps, then you have to use policy routing.
