Let me said something about it:
when the serial interface recevie becn from frame-relay switch, it
will only slow down to 48000bps but it will not set DE bit for
outgoing packet during this period.
is it right ?

What I need to set DE bit enable (for example , excess of 32kbps as
Discard eligible for the Frame-relay maximum thoughput is 128kbps) ?
