I don't have the same results in that the sh priv output is 0 when I
configure a user as "username TAC privi 0 password CISCO".
Under line vty 0 4 I use "login authentication vty"
Then under aaa I have
aaa new-model
aaa authentication login default local
aaa authentication login vty local
aaa authentication login exec enable
aaa authorization exec default local
aaa authorization commands 0 default local
Give that a try if you wish.

I have come across a problem with Telnet access and privilege levels, any
help appreciated
R4 is configured as
username TAC password CISCO
username TAC privilege 0
line vty 0 4
login local
However when I telnet in to R4
The privilege level is shown as 1
If I change the privilege level to 2 with username TAC privilege 2. Then if
I telnet in and show privilege level it shows as 3. Seems to increment by 1
each time.
