        The 2610s and 2611s can take 64Mb of DRAM, but the problem is
flash not RAM:

Router#show version | include memory|flash
System image file is "flash:c2600-j1s3-mz.122-15.T13.bin"
cisco 2610 (MPC860) processor (revision 0x203) with 56320K/9216K bytes
of memory.
32K bytes of non-volatile configuration memory.
16384K bytes of processor board System flash (Read/Write)

        You need 32Mb of flash to run the newer images, or you can run
them from RAM via tftp booting. Also the 2620s and 2621s can have 64Mb
of DRAM and 32Mb of flash with the current bootrom. These platforms can
boot the newer 2600XM images from flash:

Router#show version | include (memory|flash)|Bootstrap
ROM: System Bootstrap, Version 12.2(10r)1, RELEASE SOFTWARE (fc1)
System image file is "flash:c2600-js-mz.122-15.T16.bin"
cisco 2620 (MPC860) processor (revision 0x102) with 61440K/4096K bytes
of memory.
32K bytes of non-volatile configuration memory.
32768K bytes of processor board System flash (Read/Write)
