Realized just now that state active is a parameter in the set vlan
CatOS command. As i do not have a CatOS based switch here, i unable to
verify whether this option keeps the vlan i/f state up, even if none
of the ports in that particular vlan is up. Even if it works, i am
more interested in knowing an IOS equivalent of this..
