There is another way.

Don't forget that EIGRP uses 5 items to calculate metric:

BW, DELAY, MTU, RELIABILITY and also LOAD....

If you bring load to the metric calculation then as soon as the 1.5MBps
PVC becomes loaded, it may be a less preferred route, the metrics in
EIGRP may be changed with the metric weights command inside router
configuration mode.

If they both go to the same site I would suggest PPP multilink.

Of course, you could opt for EIGRP unequal cost load balancing. If you
have firewalls though I would suggest PPP multilink to minimize out of
sequence packet problems.

I have a 1.5Mbps PVC and a 640Kbps PVC to a remote site. When the
1.5Mbps PVC becomes full I would like packets to be sent over the
640Kbps PVC.

How might I get this done best... EIGRP? CEF?
