Multiple ways to set the frame relay DE bit:
 1) DE List and DE Group
2) As a set action in a policy map
3) As an action in the police command
 In relation to this, is there a way to set the DE only during times of
congestion? To answer my own question, I guess one way would be in the
exceed action on the police command. But is there another way?
