Hi Dustin,

It doesn't matter whether you configure End to End keep alive. The physical
interface will never go down unless it lose communition with the switch. So
even if you have all DLCI status to down, that interface still in the
upstate.

Below is my test lab

R4 - R5 over Frame-relay and ISDN backup.

Rack1R4#show run int s0/0
Building configuration...

Current configuration : 592 bytes
!
interface Serial0/0
 ip address 176.1.145.4 255.255.255.0
 encapsulation frame-relay
 backup interface bri0/0
 ip ospf hello-interval 2
 ip ospf priority 0
 no fair-queue

  class DLCI-405
 no frame-relay inverse-arp

Rack1R4#show frame pvc | i INTERFACE
DLCI = 405, DLCI USAGE = LOCAL, PVC STATUS = ACTIVE, INTERFACE = Serial0/0

Rack1R4#show backup
Primary Interface Secondary Interface Status
----------------- ------------------- ------
Serial0/0 BRI0/0 normal operation

Now add the EEK

Rack1R4#show run map-class
Building configuration...

Current configuration:
!
map-class frame-relay DLCI-405
 frame-relay end-to-end keepalive mode request
End

I purpsosely not configuring the EEK on R5 so the status of the DLCI should
be down

Rack1R4#show frame pvc 405 | i STATUS
DLCI = 405, DLCI USAGE = LOCAL, PVC STATUS = ACTIVE (EEK DOWN), INTERFACE =
Serial0/0

The bri0/0 still in standby mode and the physical still up

Rack1R4#show backup
Primary Interface Secondary Interface Status
----------------- ------------------- ------
Serial0/0 BRI0/0 normal operation

Rack1R4#show int s0/0 | i line protocol
Serial0/0 is up, line protocol is up

So I guess the backup interface on the physical command is not really useful
in the real world and the lab may tricked you with it.
