The mscep.dll is part of the installation process when you run
cepsetup.exe from the Microsoft Windows 2000 Resource kit.
You need to install the IIS web server and the Certificate Manager
first. Once that is done then you can install cepsetup.exe.
If you don't have the Windows 2000 Resource kit available then you can
also download the file from Microsoft.
