I have to disagree. I cannot think of a single reason why Cisco would
automatically provide privileged access to sw centre for certified ccie's.

If you work for a partner or are a customer of a partner then you may be
entitled to PICA access.

Cisco are like any other business - they do what they do to make money and
not to give away free sw.
