CallManager is part of an overall IP Telephony solution.

CallManager is the call processing controller. VoIP traffic does not folow
through the CCM server unless you use software conferencing or MTP instead
of doing it in a DSP in a piece of hardware. CallManager does VoIP call
control for SCCP, H323, MGCP, SIP, TAPI and JTAPI.

The phones, gateways, conferencing and transcoding DSPs encapsulate the
voice traffic. This is done in hardware (DSPs) as to maximize call quality
with the lowest generated latency and jitter. These devices also mark QoS
on the encapsulated traffic.
