I believe you're trying to set the VOICE VLAN on a Cisco device for
use with non-Cisco IP phones. If you are, the option is option 176, not
option 174. Avaya's website has procedures for doing this.

I was able to lab this up for you, and here is what I got....
!
ip dhcp pool TEST
network 192.168.1.0 255.255.255.0
option 174 ip 192.168.1.1
Also, the option 174 has a number of different options other than ip.....
R5(dhcp-config)#option 174 ?
ascii Data is an NVT ASCII string
hex Data is a hexadecimal string
instance Specify the option instance
ip Data is one or more IP addresses
