It only looks to us like it's the least desirable path because obviously
ethernet is faster (aka better) than serial link.
However, to routers, OSFP prefers backbone paths first (area 0), then
intra-area, then inter-area routes regardless of the composit metric.
And, since OSPF backbones are highly interconnected with large pipes (or
at least should be by design), area 0 routes (including VL) should be
considered the better path.
In essence, the VL only makes OSPF think that it's a better path cause
it is connected to the backbone.
You can defeat this if you want with another type of method: policy
route, statics, etc.
