This test is about changing the value of Be on CB-Policing.
It confirms that when violate-action is not specified, it does not matter if Be has a value or not, it is not used, although IOS shows the Be.

It is related to a previous discussion.

When the violate-action is not specified:

When violate-action is not specified, anything above Bc exceeds.
