By design or maybe a caveat??...if you are filtering at the MA (using the
announce filter command), the groups the RPs will be servicing must be a
subset of the groups (or at least equal to) defined on the MA. If no groups
are configured on the RP, ( that means you are permitting all groups), or if
the group range on the RP is greater than what's on the MA, the MA will
refuse to map any group to that offending RP. (The MA is the big Boss here!
:)
 If you are not doing any filtering on the MA, it should map all the RP
groups.
