calling router & called part

Hi,group,
I am confused the concept calling router & called part.

When I am studying one-way authentication.I saw the sample.I know the
calling router was configured the ppp authentication chap callin command,and
iniating a call.So it is a active part,and why description as called part?It
seems like the calling router and the called part is the same thing?
