Actually I had run into the same issue a couple of months ago. I went to 12.2.15T16 ent plus and was able to issue this command on the serial interface. Before that it was only allowed on the fe interface in the 12.3 code I was running. Sorry I don't remember the exact 12.3 code I was running but I believethat, either cisco took the commad out of 12.3 for the serial interface or it was a bug and or a non-feature of the code I was running.

I'm trying to setup IS-IS between 2 routers where there is a interface
mismatch - R1 is using physical interface while R2 is using sub-interface.
As per cisco, there is a command called "*isis network point-to-point "

allows broadcast interface (such as physical FR interface) to be treated as
point-to-point IS-IS. I just notice one weird thing that this command is
only available in FE but not in Serial interface in IOS 12.3. However, it
supports in both 12.2 and 12.4. Does anyone has any clue on this?
