It all depends on the applications that your users are using across
the link. So if you have three application and each one needs 20Kbps
to function properly, then about 25 users can use those apps. If you
have more users, then they will start seeing slow response times etc.

So, if you have criticial apps and you need to reserve bandwidth for
those apps, you need to implement QoS.

Also, it is a common practice to start thinking about upgrading your
link when the avg utilization is 60-70%
