You need to coordinate with your upstream such that they stop
originating 85.1.0.0/22 and simply advertise it.

Once that is done, you will announce to ISP A, showing you as originating AS:

         85.1.0.0/22
         99.1.0.0/21

ISP A will advertise the AS-Paths

        You---ISP A---85.1.0.0/22
        You---ISP A---99.1.0.0/21
        ISP A---its other originated routes
        Other AS--ISP A--other routes to which ISP A offers transit
