Take a look at Optimized Edge Routing (OER), a very nice 12.4 feature. Amonst other things, it can measure links for throughput and TCP conversation performance and adjust routing metrics to reflect what is actually happening. Only works for outbound traffic, so it may need to be deployed on both sides of the link.

I have a question, maybe someone can help. Is there a way for me to
shut down one of my T1s and bring up the other link (another T1) from
a different router to the same site if the active link is congested or
has high error rate?
I am concerned about congestion. I have HSRP going which is working
if the active T1 dies but I would like this to happen upon error
counts exceeding some kind of threshhold.
Any thought would be appreciated.
